Overview

The Manager of Benefit Services is responsible to lead the development, planning, implementation and administration of all Health and Welfare Plan Benefits within the U.S. and Canada. This position ensures that all plan programs support the organization’s strategic objectives, are competitive in order to attract and retain top talent and maintains ongoing alignment with companywide objectives. This role also supports the leave of absence administration, fosters department growth and performance, ensures regulatory compliance and delivers benefit communications and superior customer service companywide.

Responsibilities

 

  • Builds and maintains a comprehensive Health and Welfare strategy within the U.S. and Canada that is aligned with business objectives, cost conscious and provides competitiveness attracting and retaining top talent.
  • Responsible for budgeting annual benefits expenditures, and regularly forecasting and analyzing benefit program performance.
  • Directs the design, implementation, and administration of employee health and welfare programs including, but not limited to: medical, dental, pharmacy, vision, life, disability, retirement and other related programs.
  • Closely partners with brokers/consultants, VP of HR, Finance and Executive team to review benefit plan options and performance and makes recommendations regarding short and long-term plan strategies.
  • Leads the delivery of benefit plans and ensures timeliness and accuracy of all benefit transactions.
  • Responsible for overseeing Retirement savings plan and all administrative and fiduciary responsibilities.
  • Oversees all onboarding and open enrollment activities and develops and distributes all communications relating to benefit enrollment company-wide.
  • Oversees department workload and structures department to maximize efficiency and prioritize in accordance with operational requirements and deadlines.
  • Regularly manages and coordinates with HRIS leadership and Benefits Specialist to ensure all system based data including design & setup, regular batch files & payroll feeds, and all other ongoing system related requirements are being met.
  • Ensures government compliance in all benefit, wellness, retirement savings programs and all regulatory communications.
  • Design, develop and deploy communication strategies and campaigns to educate and train staff on benefit plans and the value of programs offered.
  • Leads and/or assists with all compliance audits, partnering with legal, finance, HRIS, etc. and responsible for ensuring that all regulatory compliance requirements are met.
  • Manage relationships with third party vendors and ensures performance and compliance is achieved, spearheads pricing/renewal arrangements and maintains Service Agreements.
  • Review, investigate and/or reconcile plan or invoicing needs and works closely with benefit providers to resolve any discrepancies timely.
  • Evaluates and revises internal processes and controls as necessary to ensure compliance and increase efficiency.
  • Serves as a strong resource in managing all U.S. and Canadian leave of absence management policies and processes.
  • Analyzes leave of absence trends including current and intermittent leaves and strategizes with HR field staff to help decrease absences and/or loss of employee productivity.Provide guidance, support and training to HR field staff and/or field management on appropriate practices and procedures for leaves of absence.
  • Ensures up-to-date and accurate records of employee leaves are managed by internal staff and outsourced providers.
  • Ensures company compliance with FMLA, ADA, COBRA, ERISA, ACA, HIPAA and all other relevant state and federal regulations at all times.
  • Maintains current knowledge of healthcare reform and other legislative/regulatory changes and determines any potential impact to benefit plans, employees and the company. Advises senior level management on needed actions.
  • Involvement with special projects such as conducting due diligence and integrations relative to acquisitions.
  • Performs other miscellaneous duties as assigned by the Vice President, Human Resources.


SUPERVISORY RESPONSIBILITIES

  • Directly supervise and carry out managerial responsibilities in accordance with ExamWorks’ policies and applicable laws. Responsibilities include, but are not limited to:
  • Carries out all supervisory responsibilities in accordance with the company’s standards, policies, and all applicable employment laws.
  • Coach and mentor staff to ensure each team member excels individually and engages and motivates the team to work together towards the success of a common goal and superior customer service.
  • Develop the Benefits team, including professional growth and development opportunities, and creating an environment of service, knowledge, and accountability.
  • Provides support, training, tools, and techniques to assist staff in achieving goals and standards.
  • Oversees the completion and approval of department staff timecards and coordinates overtime as needed.
  • Responsible for the departments hiring and employee separation needs.
  • Communicates change effectively and prepares and supports those affected by change accordingly.
  • Actively participates in observing employee performance and documents performance issues asneeded.
  • Supervise insubordinate staff when warranted and initiate corrective or disciplinary actions as required.
  • Actively participates in successfully conducting and completing annual performance evaluations.
  • Ensure all staffing needs are met and the best working environment is achieved.

 

Qualifications

EDUCATION AND/OR EXPERIENCE
Bachelor degree in Human Resources, Business Administration, Finance or related field preferred. 7 years in progressive Benefit and Leave Management with a minimum of 3 years direct supervisory/management experience required. Canadian benefit plan experience preferred.


CERTIFICATES, LICENSES, REGISTRATIONS
CEBS and/or SPHR preferred

 

QUALIFICATIONS

  • Minimum of 7 years of progressive experience with benefit design and program management.
  • 3 years direct supervisory/management experience required.
  • Established experience analyzing benefit plan and vendor performance with a focus on cost containment.
  • Comprehensive knowledge of federal and state regulations governing benefit and compensation programs, including but not limited to ERISA, COBRA, HIPAA, FMLA, PPACA and associated accounting and tax requirements.
  • Deep knowledge of current Health Care Reform (ACA) legislation requirements.
  • Strong interpersonal skills and the ability to interface with all levels within the company.
  • Proven strength as team leader, and able to collaborate with and work across multiple locations, functions and disciplines.
  • Proven success working in a fast-paced, rapidly growing or changing organization.
  • Ability to understand, adapt and react to business needs and/ or strategic/regulatory needs.
  • Ability to understand, develop and evaluate plan proposals (RFP's).
  • Uses good judgment and includes the appropriate people in the decision-making process.
  • Superior oral and written skills as well as proven success developing and delivering impactful presentations.
  • Possess strong mathematical, financial, analytical and negotiating skills.
  • Advanced user in multiple software programs, including, but not limited to, Microsoft Word, Outlook, Excel, PowerPoint, and the Internet.
  • Proven effectiveness at being flexible, creative, team oriented, and results-driven.
  • Ability to collect and research data to analyze complex or diverse information.
  • Identifies and resolves problems in a timely manner. Demonstrates the ability to develop alternative and effective solutions.
  • Must be able to work independently, prioritize work activities and use time efficiently.
  • Must be able to maintain confidentiality and serve as a trusted resource.
  • Must maintain a professional and clean appearance at all times consistent with company standards.
